Although flamers are a nice choice for placing onto vehicles, they aren't as good of a choice to place on structures. They may be devastating towards whatever gets close enough to them, but they are very short range weapons, which limits their effectiveness.
Of course, if you can find ways to force enemies to get within range of a flamer bunker, such as placing these close to the top of a hill, or around the corner of a tight passageway, then they should prove to be effective base defenses, as enemies wouldn't be able to take advantage of their weapons' longer range.
