Slightly better than nothing as far as dedicated AAA goes, but until you've invested in a lot of research to improve their firepower you're better off building a few extra HMG towers or hardpoints and Mini-Rocket towers. When you do build them, position several emplacements well forward of your important structures in groups of no less than four.
