The satellite uplink center does act as a sensor, but it does NOT give full map coverage. It acts as a wide spectrum sensor (I think), and I think its range is the range of a standard wide spectrum sensor, only it reveals the entire map too. I wouldn't recommend assigning units to it, because it really should be deep inside your base since it's so valuable, so you should use other sensors for your units.
