As the name implies, these will do a number on bunkers and other base defences, but aren't much use for anything else. Best used on small, fast vehicles in small groups for use in hit-and-run attacks on enemy base defences before a large attack.

The bunker buster is a direct fire weapon much like a cannon or a lancer rocket. It's only effective against base structures and it's not to be used against tanks or cyborgs. Therefore there's no reason to assign it to a sensor turret. When it's deployed on a tank, even a fast one with hover propulsion, it's vulnerable to attack from other tanks. That's why I prefer to deploy bunker busters on VTOLs. A handful of bunker buster VTOLs can dismantle an enemy base in short order.

Yes VTOL bunker busters are ideal.
In that role, the low ROF doesn't matter, as 2 or 3 units usually kill any turret or gun emplacement with just a single rocket expended each, then return for rearm.
Just remember to use a fast body for the VTOL so that it is as fast as possible to avoid most flak and sam fire at the target (in densely defended targets, you likely need whole packs of VTOLS to spread the dammage).
