That's the amount of damage a weapon does around the target it hits. Say, i shoot someone with a minigun, i'll just hit the one i am aiming at, because the bullet doesn't explode, or burst into flames, or whatever.
In this case, a medium cannon, hit, then the shell explodes, damaging everything round the point of impact.
I am not 100% sure, but splash is the amount of damage radiating the point of impact, and radius is the the length of how far the splash damage still hits.

Something interesting I discovered while playing the campaign: By a curious coincidence, one of these on a wheeled medium body is almost exactly as fast as a light-bodied halftrack. This is useful in the first few missions after you acquire the Cobra, as the majority of your forces will probably still be Vipers at this point and phasing in new Cobra-based halftrack vehicles will probably take a while.
